2009 SOUTH DAKOTA OFFICERS’ ASSN.
SEMINAR BUSINESS MEETING MINUTES
SEPTEMBER 20TH
The South Dakota Peace Officers’ Association seminar business meeting
was brought to order by President Bruce Sahli at 9:00 Am., with twenty
seven members present.
Seminar minutes for 2008 were handed out. Members were given time to
read the minutes with a call for approval from the President. A motion
was made by Gayle Kludt to accept the minutes as corrected. Seconded by
Bob Jeffries, the motion carried.
The Financial Report was handed. Connie Christensen presented a binder
of all transactions for the recent year that was available to all
members to review. Connie reported on our income comparisons from Callan
Publishing, showing a decline in revenue. She asked for any questions
from the floor. A motion was made by Bill Stahl and seconded by Dave
Wicks to accept the Financial Report. Motion carried. Copy of said
report attached.
Committee Reports:
Derald Gross reported on the Constitution and by-Laws Committees
recommended changes. Discussion was held and changes made as follows:
Article 3 Section 1 - Reword to read..(L) With Board approval, retired
law enforcement officers in good standing who have never been a member,
but they can not hold office. (M) With Board approval, out of State Law
Enforcement Officers who are currently employed, but they can not hold
office. Dave Wicks made a motion to change the wording,, seconded by
Kathie Bostrom. Motion carried.
Article 6 – to change the Accidental Death Benefits from $5,000. to
$7,500.
Bob Jeffries made a motion to change make this change, seconded by Greg
Swanson. Motion carried.
Jeff Hill made a motion to move the wording “or Auxiliary, and/or
spouse, and /or child under age of 21 of member” from Pistol Match
Competition 1.1 to Auxiliary Matches 12.1. which now will read;
Auxiliary members must be paid up members of Auxiliary and/or spouse,
and/or child under age of 21 of member.
Article 5 Section 5 to be added – This association shall purchase and
maintain six 12 gauge shotguns for the annual seminar trap shoot.
Denny Meyer, Chairman of the Resolutions Committee reported that the
committee met and had no changes to recommend. Changes were called for
from the floor. Gayle Kludt made a motion to make no changes, seconded
by Jim Hornby. Motion carried.
New Business:
Bruce Sahli, president, reported that the State Fair booth was
successful in informing people about SDPOA and answering any questions
that people had. It seemed to be a very worthwhile project and suggested
that it be done again next year.
President Bruce Sahli also reported on the meeting with John DeHaven
from Callan publishing at the Board meeting Sept. 19th. Discussion was
held in regard to having SDPOA showing up on caller ID, as people get
more than one calls from more than one association in the same day.
A member from the floor asked if SDPOA still talked to new recruits at
Basic Training. Bruce Sahli and Derald Gross informed the members that
we were no longer invited to continue this effort of recruiting new
members. Gayle Kludt made a motion that the Board appoint someone to
talk to the LET Director about returning to the session to tell new
recruits about SDPOA.
Election of Officers was called.
Gayle Kludt made a motion that all officers move up a position. Greg
Swanson seconded. Motion passed.
Dave Wicks nominated Dave Butler for third vice president. Bob Jeffries
seconded. Kathie Bostrom nominated Manuel Gonzalez for third vice
president, Gayle Kludt seconded seconded.
Each candidate was given time to address the membership. Secret ballot
election was held. Manuel Gonzalez was voted in as the new Third Vice
President.
Kathie Bostrom made a motion to adjourn. Bill Stahl seconded. Motion
carried.
