2007 SOUTH DAKOTA OFFICERS’ ASSN.

SEMINAR BUSINESS MEETING MINUTES

SEPTEMBER 24TH

 

 

 

The South Dakota Peace Officers’ Association seminar business meeting was brought to order by President Doug Williams at 9 am.

 

Presentations for Donations were made by, Mary Olinger for Make A Wish, Carol Husby and Dawn for Special Olympics, Rod Kusser for High School Rodeo and Linda Redder for American Lung Association.

 

Seminar minutes for 2006 were handed out.  Members were given time to read the minutes with a call for approval from the President.  A motion was made by Jim Sheridan to accept the minutes as read. Seconded by Jim Hornby, the motion carried.

 

The Financial Report was handed. Connie Christensen presented a binder of all transactions for the recent year that was available to all members to review.  She asked for any questions from the floor.  A motion was made by Kathie Bostrom and seconded by Roger Gallup to accept the Financial Report.  Motion carried.  Copy of said report attached.   

 

Committee Reports:

 

Craig Hansen reported on the Constitution Committees recommended changes. Discussion was held and changes made as follows:

 

Article 3 Section 3Kathie Bostrom made a motion to change this wording.  Landowne 2nd the motion. Discussion was held. Motion did not pass.

 

Gayle Kludt made a motion to change it to: The records of the executive secretary shall be audited externally and reviewed internally.  The external audit will be conducted by an independent contractor once every 3 years, or if called by the membership.  The internal review board will review the books twice yearly at any given time.  The review board will appoint a three member board, with a chairman appointed by the SDPOA Board of Directors.  The Board of Directors, from the general membership will appoint the remaining members of the review Board for a three-year staggered term.  The Chairman of the Review Board will monitor the banking activates throughout the fiscal year.  Landsdowne seconded.   Motion passed.

 

Bruce Sahli, Chairman of the Resolutions Committee reported that the committee met and gave the committee recommendations. All resolutions were then voted on with changes and results as follows: 

 

Resolution # 2...  Motion made by Gayle Kludt and seconded by Jim Hornby to change the wording of this resolution to read: Sponsor a saddle to be given to the SDHS Rodeo Queen of each year, along with the queens traveling crown, which is handed down from the outgoing Queen. The saddle and crown is to be presented by a member or representative of the Board of Directors.

 

Resolution # 8.. Jim Hornby made a motion to change $12,500 to $25,000.  for the amount to be donated to the Special Olympics of South Dakota Law Enforcement Torch Run. Kathie Bostrom seconded. Discussion was held.  Motion carried.

 

Resolution # 15 … Jim Sheridan made a motion to change this to read: That the SDPOA donate  $15,000 to Make a Wishs “Adopt-a-Wish” Program to sponsor 3 wishes and be involved in the presentation etc.

 

Resolution # 17..Jim Sheridan made a motion  to make the following addition:

To sponsor the “Coler-Williams Award” that we have been doing for years, along with the FBI lapel pin given to an officer desiring to be outstanding in their South Dakota Law Enforcement Basic Certification Course and having high academic achievement, leadership qualities.

 

Bill Patterson made a motion to give $1,000 to the Critical Incident Stress Group of Eastern South Dakota.  Roger Gallup seconded.  Motion did not pass.  It was tabled for New Business.

 

New Business:

 

Greg Swanson made a motion to donate $1,000 to the Critical Incident Stress Group.  Gayle Kludt seconded the motion.  Motion Carried.

 

Gene Taylor made a motion to donate $5,000 to the DCI for equipment. Jim Sheridan seconded.  Discussion was held.  Motion did not pass.

 

Jim Halling made a motion to donate the total amount need for the equipment for DCI.  Gene Landsdowne seconded.  Motion did not pass.

 

Gayle Kludt made a motion to give the Huron the convention site for years 2009, 2010 and 2011.  Denny Meyer seconded the motion.  Discussion was held.  Motion carried.

 

Election of Officers was called.

 

Gene Taylor made a motion that all officers move up a position.  Kathie Bostrom seconded.  Motion passed.

 

Jim Sheridan nominated Denny Meyer for third vice president. Joe Skorheim seconded.  Gayle Kludt nominated Kathie Bostrom for third vice president, Jim Hornby seconded. Each candidate was given time to address the membership.  Secret ballot election was held.  Denny Meyer was voted in as the new Third Vice President.

 

Bill Stahl made a motion to adjourn.  Joe Skorhiem seconded.  Motion carried.
