2011 SOUTH DAKOTA OFFICERS’ ASSN. SEMINAR BUSINESS MEETING MINUTES SEPTEMBER 19TH
The South Dakota Peace Officers’ Association seminar business meeting was brought to order by President Denny Meyer at 9:38 Am., with twenty members present.
Seminar minutes for 2010 were handed out. Members were given time to read the minutes with a call for approval from the President. A motion was made by Jim Halling to accept the minutes as presented. Seconded by Greg Swanson, the motion carried.
The Financial Reports were handed out before beginning of meeting so all had time to review. Connie reviewed the report and noted that a final copy of the audit was included in the financial packet. She asked for any questions from the floor. A motion was made by Greg Swanson and seconded by Brian LaCompte to accept the Financial Report. Motion carried. Copy of said report attached.
Committee Reports:
Jeff Hill reported on the Constitution and by-Laws Committee. No changes came from the committee, but Jeff Hill noticed that an additioned needed to be added to the By-Laws, Section 2. Brian LaCompte made a motion to add "or $100 for five years". Bruce Sahli seconded the motion. Motion carried.
The President called for changes from the floor. Kathie Bostrom made a motion to change Trap Shooting Rules and Reg.# 5.1 from to be furnished by the host city to be" furnished by the SDPOA". Greg Hansen seconded the motion. Discussion was held. Motion carried.
Jim Hornby made a motion to change Consistution, Article 3, Section 3 from every 3 years to every 10 years. Dustin Baxter seconded. Discussion was held. Motion did not carry. Greg Swanson made a motion to change Constitution, Article 3, Section 3, to read "Audit to be brought up at each annual seminar meeting to be voted on by the members or called for at anytime by the Board of Directors. Jim Hurst seconded the motion. Discussion was held. Motion was carried.
Manny Gonzalez. , Chairman of the Resolutions Committee reported that the committee met and had changes to recommend for Resolutions # 8..change to $2500. and # 13.changed to $1500.
Kathie Bostrom made a motion to change # 8 of the Resolutions to read: "That the SDPOA donate a sum of $2,500. to the American Lung Association for the purpose of sending youth to summer camp." Greg Swanson seconded. Discussion was held. Motion carrid.
Greg Swanson made a motion to change # 13 to read: "That the SDPOA donate $1,500. to Sponsorship of the northern Bull Riding Tour." Doug Williams seconded motion. Discussion was held. Motion failed and did not pass.
All other Resolutions remained the same.
New Business:
Connie brought to the membership the request from George Thomas family that donated a total of $500. to SDPOA in the names of their parent and their wish that the money be used for a scholarship to send an officer to training.
Derald Gross made a motion that we hold a drawing at the Tuesday night Banquet of active members present at convention and that officer would receive the scholarship to use as they see fit for further training. Greg Swanson seconded the motion. Motion carried.
Connie brought to the membership the request from LET to pay for plaques presented to retired commissioners. Discussion was held. No motion was made to pay this expense for them as of the changes to the Resolution made in 2010.
President called for new business from the floor.
Ron Semmler made a motion that we send a letter to all Basic and 911 graduates with a free one year membership to the SDPOA. Craig Hansen seconded the motion. Discussion was held. Motion carried.
Election of Officers was called.
Kathie Bostrom made a motion that all officers' now on the Board be moved up a position. Bruce Sahli seconded the motion. Motion carried.
Craig Hansen nominated Greg Swanson for third vice president. Brian LaCompte seconded. Brian LaCompte nominated Jim Hurst for third vice president, Dustin Baxter seconded. Ron Semmler made a motion, seconded by Dustin Baxter that nominations cease. Nominations from the floor were asked for by President Denny Meyer. None were given. Motion carried.
Each candidate was given time to address the membership. Secret ballot election was held. Greg Swanson was voted in as the new Third Vice President.
Seminar site for 2013 was brought to a vote between: Aberdeen Ramkota, Huron Crossroads and Rapid City Ramada. Rapid City Ramada won and is elected the site of the 2013 seminar.
Craig Hansen made a motion to adjourn. Kathie Bostrom seconded. Motion carried.
